The primary motivation for C·R·E·A·T·E for Mississippi is to expand and support Mississippi’s technology initiative begun with the passage of Senate Bill 3350 in 1994 by working with teachers throughout Mississippi to infuse technology into the curriculum. The project is designed to leverage the benefits of technology in order to help prepare students for success beyond the classroom. Because true technology infusion begins with an administrative commitment to technology as a tool for learning and teachers who are comfortable using it in the classroom, the C·R·E·A·T·E for Mississippi Consortium looked for schools that possessed all or most of the criteria listed below.

- Schools representing both rural and urban environments and varying levels of accreditation
- Schools that have shown a commitment to technology by writing and receiving technology grants
- Schools with administrators who have shown an interest and commitment to time and money for technology
- Schools whose grade levels include one or more between grades 5-8, the primary focus of this grant being the middle school classroom
- Schools whose teachers have received some basic technology professional development
